Medicaid Enrollee Counts 1999 - 2007

Medicaid Enrollment by Maintenance Assistance Status, 1999 - 2007
Description: The number of people enrolled in Medicaid has increased since 1999, with larger increases in the late 1990’s and early 2000 – and less of an increase in from 2003 forward. The largest categories for any given year are Poverty and Cash Assistance – together constituting approximately 65% of enrollees. The proportion of enrollees eligible due to being medically needy decreased from 8.49% in 1999 to 4.85% in 2007; the proportion eligible due to either poverty or cash assistance (categories combined) has remained stable over time; the proportion with 1115 waivers has increased slightly from 6.79% in 1999 to over 10% by 2001.

Medicaid Enrollment by Basis of Eligibility, 1999 - 2007
Description: The number of people enrolled in Medicaid has increased since 1999, with larger increases in the late 1990’s and early 2000 – and less of an increase in from 2003 forward. Around 48% of enrollees for any given year were classified as “Child”. The proportion of enrollees within each category of basis of eligibility has been quite stable over time.

Medicaid Enrollment by Age Group, 1999 - 2007
Description: Children (0 - 14 years) and adolescents (15 - 20 years) comprise the majority of Medicaid enrollees. The number of enrollees has increased over time in each of the age groups. The proportion of enrollees by age group has been fairly stable over time, with slightly fewer 0-14 year olds (43.29% in 1999 and 41.54% in 2007) and 65+ year enrollees (11.28% in 1999 and 9.71% in 2007), but more 45-64 year olds (8.89% in 1999 and 10.37% in 2007).
Technical notes: Age is calculated based on age at the end of the calendar year.

Medicaid Enrollment by Race, 1999 - 2007
Description: The White Non-Hispanic racial group is the largest racial category. The proportion of enrollees who were classified as White Non-Hispanic or Black has decreased since 1999 (43.35% white in 1999 and 40.73% in 2007; 25.24% black in 1999 and 22.13% in 2007), whereas the proportion who were Asian or Pacific Islander increased from 2.71% in 1999 to 3.79% of enrollees in 2007, and the proportion who were classified as Hispanic or Hispanic and another race increased from 18.63% in 1999 to 23.9% in 2007.

Description: The age distribution of the Medicaid population is heavily skewed toward the younger population. Twenty percent of the Medicaid population is 5 years of age or younger; and 54% are 20 years or younger. Slightly fewer than 10% are 65 years of age or older.

Description: The most frequently reported racial group for Medicaid enrollees in 2007 was white, non-Hispanic (41%); the second most frequent was Hispanic (24%), then Black (22%).
